Attorney Charles L. Payne has practiced law in the City of East Liverpool since 1982 following the receipt of his juris doctorate degree from Duquesne University School of Law in Pittsburgh, Pennsylvania. Charles is a 1975 graduate of East Liverpool High School and 1979 graduate of the College of Steubenville now known as the Franciscan University of Steubenville.
In 1983 Charles joined the law firm of Tobin & Tobin and also worked as an Assistant Prosecuting Attorney for the Office of the Prosecuting Attorney of Columbiana County under Prosecutor David Tobin. In addition Charles has served as the City of East Liverpool Law Director, 1987 to 1993 and 2001 to the present. He is the former Village Solicitor for Rogers, Ohio and Salineville, Ohio and former part-time instructor at Kent State University East Liverpool Campus. He is a licensed agent with Ohio Bar Title Insurance Company, a First American Title Company.
Charles is admitted to the bars of the State of Ohio, Commonwealth of Pennsylvania, the United States District Court, Northern and Southern Districts of Ohio and the Western District of Pennsylvania, the United States Sixth Circuit District Court of Appeals and the United States Supreme Court.
Charles is a member of the American Bar Association, the Ohio State Bar Association, the Columbiana County Bar Association, the Ohio Land Title Association, and the American Land Title Association.
Charles is an active member in the East Liverpool community as a member of Northside Community Church, the Southern Columbiana County Chamber of Commerce, the East Liverpool YMCA, the East Liverpool High School Boosters Club, and the Southern Columbiana County United Way. He belongs to the Beaver Creek Area Association of Realtors.
Charles supports local athletics through many community organizations and the Duquesne School of Law as a member of its alumni association.
Charles and his wife, Becky, live in East Liverpool. They have five adult children and one child still at home.
